During the first decade of the 1900s the War Department decided that a better understanding of the battle needed to be presented to the park visitor. Many monuments told the experiences of Union regiments and batteries, but the Confederate story of the battle was almost unheard. A series of tablets was placed in appropriate locations for each of the Confederate command elements from the Headquarters of the Army of Northern Virginia down through the three army corps, nine infantry and one cavalry divisions, thirty-nine infantry and seven cavalry brigades and sixteen artillery battalions.
